 Walter Jayawardena vs Ethical Practice

Who is ruling whom?

Confusion is abound as to why Walter Jayawardene, Minister-Counsellor at the Sri Lankan High Commission in London, who continues to write for an online news website, Asian Tribune, is allowed off scot-free despite his actions going against normal ethical practice.

The situation has led to a high degree of dissension amongst Foreign Ministry officials and even High Commission staff, who blame the Ministry hierarchy for failing to take action against Jayawardene.

The Nation reliably learns that although Foreign Secretary Palitha Kohona had initially attempted to take action against Jayawardene and his articles, he was stopped by more powerful quarters.

Meanwhile, although a circular sent by Kohona forbids any staff members of Embassies and High Commissions from writing articles to media on any sensitive issues, Jayawardene has been a regular contributor to the Asian Tribune news site.

While the same circular has advised the mission heads to warn their staff not to contribute to the media without obtaining prior approval, it is learnt that Jayawardene has never sought approval to continue his contributions to the news site.

However, when High Commissioner Kshenuka Senewiratne attempted to take action against Jayawardene when he wrote to the Asian Tribune, Foreign Secretary Kohona had mediated in the matter, saying that the High Commissioner had “misinterpreted” his circular.

He had added that “news reports prepared for journals may need to be dispatched at short notice,” thus exempting Jayawardene.
