ĎUnauthorised jauntí for local councillor?

The Chairman (PA) of the Baddegama Pradeshiya Sabha, Anura Narangoda, accompanied by Pradeshiya Sabha Member W.S. Weerasinghe and Technical Officer Anura Perera were alleged to have gone on an unauthorised trip to India on Friday.
The trip costing Rs.395,000 has not received official sanction. They had neither informed the Governor nor the Chief Minister of their intentions before embarking on the tour.
The Presidentís Office had recommended the Baddegama Pradeshiya Sabha to take part in a seminar on disaster management in Chennai lasting 10 days. The direction had come from the Presidentís Office six months ago.
When The Nation spoke with the Commissioner of Local Government S. Pandikorale, he said that although he received a letter from the Chairman of Baddegama Pradeshiya Sabha that these members were due to travel to India; to attend the seminar that Presidentís Office had recommended, he did not see in that letter any approval being given by the authorities of the Southern Provincial Council. According to Pandikorale trips of this nature have to be approved by the Chief Minister of Southern Province Shan Wijayalal de Silva where expenses are concerned. Duty leave for the 10 days should have been approved by the Governor Kumari Balasuriya.
After the Leader of the Opposition Raja Liyanage and a group of opposition members of the Baddegama Pradeshiya Sabha informed the Governor regarding this unauthorised trip, she had immediately asked the secretary Shyamalee Mellavithanachchi of the Governorís office to inform the three members on arrival to promptly report to the Governor.
