Trying to
abolish the
two-ball rule

A certain section of Sri
Lanka Cricket’s (SLC) mem-
bership are questioning the
manner in which the SLC
Executive Committee had
disbursed funds to member
clubs for infrastructure de-
velopment and development
of cricket.
These member clubs are
of the view that the distribu-
tion of funds has not been
done fairly and that clubs
where SLC elected officials
are members, have been fa-
voured and given the maxi-
mum amount.
They point out that these
ExCo members and mem-
bers who are serving in the
various committees have
taken the lion’s share of the
funds and also point out that
clubs that voted in favour of
the present elected members
have been given special pref-
erence and handed substan-
tial sums by way of saying
‘thank you’.
SLC in a media release on
October 10 said:
“Sri Lanka Cricket wishes
to announce that the Execu-
tive Committee met with all
the Controlling and Affiliat-
ed clubs and requested them
to submit proposals in order
to develop the infrastruc-
ture and the development of
cricket of their respective
clubs. They also took into
consideration those clubs
without grounds and other
facilities for which provi-
sion was made to cover the
cost of practice facilities
and away matches.
“The clubs forwarded
their proposals of their
planned projects to the Ex-
ecutive Committee for their
perusal.
National
Development
Committee headed by presi-
dent SLC Jayantha Dharma-
dasa compiled a document
based on all the proposed
projects and the Executive
Committee decided to pro-
vide the following grant to
the clubs.
“Sri Lanka Cricket would
monitor the projects which
will be carried out at the re-
spective clubs.”
Club sources question how
SLC can monitor the allocat-
ed funds and whether there
will be any transparency
when the signatories of the
respective club accounts are
SLC officials.
The total cost to SLC in
releasing these funds to 40
member clubs is nearly Rs. 27
million (Rs. 26,750,000).
The Nation understands
that whilst the SLC has read-
ily released such a huge sum
of money for the clubs they
have at the same time with-
held outstanding payments
to their suppliers which
amounts to around Rs 7-8 mil-
lion.
When SLC is scraping the
barrel to make ends meet in
running their day to day af-
fairs the big question is why
they are in such a haste to
pay the member clubs before
settling other outstanding
debts?
There are over 450 clubs
participating in SLC-run
domestic tournaments such
as Premier, Emerging, Sara,
Donovan and Division III.
It is also learnt the SLC
ExCo is in the process of pre-
paring another list of funds
amounting to Rs. 50million to
be also distributed amongst
their selected member clubs
as administration expenses.
Club sources say that
SLC not wanting to earn
the wrath of its employees
have set aside a figure to pay
their monthly salaries and
are making maximum use of
the balance moneys that are
available to them.
Soon after hosting the 2011
World Cup with India and
Bangladesh, SLC went into
the red with their funds and
found it difficult to pay the
salaries of their employees
which included those of their
contracted players.
